Lunch Program Kansas City Section, American Planning Association

Kansas City SmartPort, a virtual success story, will be presented at the KCAPA meeting Friday, April 22, 2005. This international trade initiative, linking Canada and Mexico along the I-35 corridor, made national news at inception. Its activities have been in the headlines in recent weeks. The focal point of SmartPort is the Richards-Gebauer Air Force Base, which has been adapted to bring together the SmartPort components of freight, transportation and distribution. It has become one of the region’s hot sites for development.

The program will be presented by Chris Gutierrez, President of KCSmartPort and Tim Cowden, Sr. Vice President for Business Development, Kansas City Area Development Council. The two will highlight their joint initiatives to further strengthen Kansas City’s vital role in the transportation and distribution industry. Topics to be covered include an explanation of the “nodes” of potential development linked to SmartPort, economic impact of SmartPort, potential for location of new international firms, implications for infrastructure and other future construction.

Due to an emergency Mike Waiczis will not be in KC on March 12 as originally planned. The AICP Exam Preparation Class will be postponed until Saturday, April 2, 2005.

We apologize for any inconvenience and will refund the course fee for anyone who cannot attend the class at that time. Mike informed us of the situation yesterday and we have moved as quickly as possible to get the class rescheduled. The class on April 2 will still be held in the offices of the Mid-America Regional Council at 600 Broadway, Ste. 300 in downtown Kansas City, MO, with registration from 8:00 - 8:30 a.m., class running from 8:30 a.m. until 4:30 p.m., with refreshments and lunch provided.

02/16/2005 A Message from the Chair of the Missouri Chapter Planning Statutes Committee 

 You can help advance planning in Missouri.

We are looking for people who are willing to contact their county commissioners and state representative,
particularly if the Rep. is a member of the House of Representatives Local Government Committee where a bill we want to pass will likely have a hearing. You can see the members of this committee here: http://www.house.state.mo.us/bills051/commit/com173.htm.

We are also looking for stories about how the state statutes are problems for what you want or need to do. If you have any experiences or anecdotes, please let me know. We are starting with county statutes (chapter 64 RSMo), and want eventually to get to municipal statutes, too.

We have a bill (HB 465) that Rep. Todd Smith (Sedalia area) has introduced based on recommendations submitted by a Working group we convened last year. The bill is co-sponsored by Rep. Charles Denison (Springfield area). We anticipate it will be assigned to the Local Government Committee, chaired by Rep. Robert Thane Johnson (Lee's Summit area). You can see the bill here:

We have a hurdle to overcome, because the bill and the summary on the top of this web page make it sound like we are mandating state planning. But we not, because other provisions of Chapter 64 remain intact, in which a county commission may appoint a planning commission or a citizen vote is needed in order to start planning. This bill provides modern language for comp plan purposes and contents. It is not perfect - the drafters (legislative staff) do not know much about planning. So we can offer a substitute bill. If you have specific comments on the draft bill, please contact me, or reply to this email to get a conversation going.

This is only the first phase of our efforts to update the statutes. We anticipate having a more thorough rewrite of Chapter 64 next year. We want to use the bill this year to talk about the overall effort, including the need to simplify so there are not six sets of rules for planning -- one for lake districts, one for first class charter counties, one for second and third class counties, an alternate set of rules, etc.

Attached is a digital version of the brochure we have produced for this effort. It provides some background. Our motto is:
"Improve Missouri by providing planning tools for citizens to create the communities they want."

Senior Planner – Current Planning

Blue Springs, Missouri (pop. 50,000), is a second-tier suburban community in the Kansas City metro, with young, growing households, nationally ranked and “blue ribbon award” schools, a nationally recognized parks system, and higher than average educations and incomes.  The City is strategically positioned for rapid residential and commercial growth in the next several years.

The City of Blue Springs is seeking an energetic, goal oriented Senior Planner for Current Planning in the Community Development Department. This position is a key middle management position within this progressive, growing city, and will be involved with all aspects of current planning and special projects.  Position is responsible for current planning services including land use, zoning, development review, Unified Development Code (UDC) interpretation and application, and serving as staff liaison to Planning Commission, Board of Adjustment, Historic Preservation Committee, and Appearance Review Committee.

The Senior Planner for Current Planning works directly for the Community Development Director and side-by-side with the Senior Planner for Long Range Planning and the Codes Administrator.

Qualifications:

  • Greening the Heartland 2005:Cost, Practice and Policy, is a regional green building and sustainability conference that will offer an impressive slate of plenary session speakers at it's second annual conference scheduled for May 31- June 3, 2005 in Chicago, IL.  Presented by the City of Chicago, the US Green Building Council's Chicago and Regional Heartland Chapters, the event will open with a keynote address by Mayor Richard. M. Daley. The program also includes 42 exceptional breakout sessions covering an array of topics in six tracks addressing: Dollars and $ense, Energy, Government, Urban Design and Infrastructure, Existing Building/Operations and Maintenance, Tools and Green Buildings. These educational sessions will provide the tools and resources for our vision of a sustainable Heartland to become a reality.  The conference will offer a mix of practical and theoretical sessions that will expand yet integrate sustainability practices to further enhance the green builder and planner's "tool box."  We anticipate 600-800 attendees with up to 60-80 exhibitors.
