Transportation Planning Manager

Established in 1952, Wilbur Smith Associates is an international transportation and infrastructure consulting firm providing professional services in the fields of engineering, planning, and economics.  We currently have an opportunity for a Transportation Planning Manager.  There is flexibility as to office location.

Wilbur Smith Associates has an immediate need for a planning professional to lead the firm’s Transportation Planning Group. The position will manage, market, and work on high profile projects, including statewide, metropolitan and regional transportation plans; statewide and urban travel demand models; policy studies; traffic studies; and transportation finance projects. The position also manages the Transportation Planning Group, which consists of 15-20 professional staff.  Minimum requirements include 10 years of upwardly responsible experience with state DOT, MPO or private practice working on and managing large transportation planning projects. Additional requirements include a Bachelors Degree in Civil Engineering, Planning or related area and PE/AICP registration. Transportation Planner - Kansas Department of Transportation
 
The Kansas Department of Transportation (KDOT) is seeking a planner to work with the small urban areas (5,000-50,000) in the state.   Among other things, the person hired to fill this position will be responsible for:
  1. Developing and fostering relationships with planning staffs and public works staffs in the small urban areas in Kansas (5,000-50,000 population) resulting in a mutual understanding about transportation and land use issues and working with them to develop solutions to those issues.
  2. Working with the small urban areas in Kansas to develop transportation plans and on other transportation planning activities.
  3. Assisting with corridor planning studies in the rural areas of Kansas.

12/07/06 AICP Commission considers continuing education requirements

The AICP Commission is considering requiring certification maintenance through continuing education. This  issue has been debated throughout the organization for many years. The report on the AICP website identifies the proposed guidelines, including number of credits required (48 over 2 years), how often members have to report their credits, what qualifies for credits, and any exemptions that would be considered. For your review, I have attached a link to the AICP website and a pdf of the proposal. Please submit your comments (or questions) to the AICP Commission, AICP-CM@planning.org, no later than January 9, 2007. Additionally, the Missouri APA Board will be submitting a letter to the AICP Commission. Region issues sustainability challenge

Organizations look for innovative ideas that will lead to a more sustainable community. A coalition of organizations in the region has created a competition to solicit innovative ideas from Kansas City area residents about how to make our metropolitan community more sustainable. In addition to the Mid-America Regional Council, the other sponsoring organizations are the Prairie Gateway Chapter of the American Society of Landscape Architects, the Kansas City Chapter of the American Institute of Architects, the Kansas City Metro Chapter of The American Public Works Association, and the American Planning Association.

The competition will collect ideas from the community into a forum where they can be reviewed, discussed, and ultimately, implemented. The goal is to raise awareness about issues the community faces, to tap into the immense creative capacity of the people who know the community best, and to stimulate decision makers who can facilitate implementation of these ideas.    

Issues and solutions can be of any size, from the relocation of a bus stop to allow a larger number of people access, to a metropolitan-wide policy change. No idea is too large or small — what is important is that the issue and solution is generate community discussion about how the Kansas City region can become an even better place to live, work or play. Detailed and extensive problems/solutions are NOT requested; rather concise submittals that clearly identify problems and sustainable solutions for our community are preferred.

On March 12, 2007, the jury will select 10 exceptional ideas from the top selections that are the most sustainable, accessible, buildable, and innovative

The Mid-America Regional Council will host a luncheon focusing on stream protection ordinances and related tools.  We will draw on the many lessons learned from a variety of efforts around our region, with a special focus on the work recently completed by the City of Independence. Aside from adopting a new stream setback regulation, the city developed two extremely useful new tools. The first is a “toolbox” to provide assistance to communities that are considering developing similar regulations. The second is a manual to provide guidance in the management of riparian corridors once such regulations are adopted.  Each of these elements will be presented in detail during the luncheon.

TRANSIT PLANNER

MARC, the Metropolitan Planning Organization (MPO) for the Kansas City region, has an opening for a Transportation Planner II or III within its Transportation Department.  This position will be part of the MARC Transportation Department’s technical staff.  The individual in this position will assist in the technical support and development of MARC’s regional transit planning initiatives.  Work activities may include transit service planning in cooperation with local and regional transit agencies, collaboration with local agencies and technical staff, assistance aligning regional transit needs with local land use planning efforts, and the development of Long-Range Transportation Plan elements, financial analysis, and other related tasks.

This position requires an individual with competence in technical transit and transportation planning and analysis methods, as well as above average computer skills.  Experience with spreadsheet, database and GIS software is required.  Experience with transportation modeling software is preferred.  Good written and verbal communication skills are essential.  Applicants should have a working familiarity with metropolitan planning under SAFETEA-LU/ ISTEA / TEA 21 and the CAAA.  A master’s degree in transportation planning or a related field, or an equivalent combination of education and experience is required.  Position may be offered as Planner II or Planner III, depending on qualifications.

Land Use Planner - Kansas Department of Transportation
 
The Kansas Department of Transportation (KDOT) is seeking a Land Use Planner with a minimum of 3-5 years of experience with a city or county planning department.  We are looking for a planner that has experience reviewing subdivision and zoning requests as well as experience working with developers and local elected and appointed officials.  Some transportation planning experience and AICP membership are desirable, but not required.  Among other things, the person hired to fill this position will be responsible for:
  1. Developing and fostering relationships with city and county planning and public works staffs resulting in a mutual understanding about transportation and land use issues on the Kansas side of the metro KC area and working with our partners to develop solutions to those issues.
  2. Serving as co-chair of the K-7 Corridor Review Committee.  This committee is comprised of one representative each from KDOT, MARC and the twelve local governments along K-7.  This committee is an advisory body to regularly review, evaluate, facilitate discussions of and provide input on events and developments that may have an impact on the K-7 corridor and the corridor master plan, and to assist in the development of the K-7 Corridor implementation strategy.
The person hired for this position will report to the Regional/Urban Planning Manager in the Bureau of Transportation Planning.  KDOT has not yet determined if this position will be based in Topeka or Kansas City, however the person who is hired will spend time working in both.  Initially, the person who is hired will spend most of their time in Topeka becoming familiar with KDOT's transportation plans and programs, policies, and work culture.  The starting salary will depend upon qualifications.  Successful candidates will have a strong work ethic, outstanding written and oral communication skills and the ability to bring KDOT and local governments together to jointly plan for transportation and land use.  This is a full-time, permanent position that is part of the unclassified service and not subject to the Kansas Civil Service Act.  All state benefits (i.e., health insurance, life insurance, retirement, vacation and sick leave, etc.) will apply to this position.  The position will be open until filled.

The Kansas City Design Center is pleased to present the inaugural lecture in our 2006 series, Transformations: Leadership for the Public Realm.

On Tuesday evening, February 7, 2006, Kathleen Coakley Barrie will explore the ways that art can inform the design and planning of urban spaces.

In 1985, Ms. Barrie founded the Cleveland Committee for Public Art (now Cleveland Public Art), which grew from a grass-roots dream to become a highly influential force in the aesthetic development of public space in Cleveland, as well as a key voice in the debate about Cleveland’s future as a city space.

"Public art already is a fundamental part of Kansas City's public realm," said Daniel Serda, KCDC Executive Director. Kansas City's parks and boulevards are graced by statuary and monuments, and Kansas City's one-percent-for-art program has decorated public buildings with instantly recognizable icons like Bartle Hall's Sky Stations, designed by artist R.M. Fischer in 1992.

But artistic input into the design process can and should go further, Serda claims, in re-shaping the city's fabric. "Part of our challenge," he says, "is to better integrate the creative processes pioneered by artists -- that is, aesthetic sensibilities about urban space -- into the civic design of the entire city."

As part of her visit to Kansas City, Ms. Barrie will lead a forum of community leaders exploring the role of art in shaping city design.

The City is seeking an energetic, goal oriented Planner to work as a team player in the Community Development Department.

Associate or Senior Planner: Position will conduct studies; prepare reports concerning land use zoning and site plan design review. Also, check plans and plats for conformity to city ordinances, perform field surveys and conduct final site inspections, answer inquiries related to zoning and other department matters, and assist and participate in meetings with developers and similar professionals as well as the general public and Boards/Commissions/Council. Other duties dependent upon the level at which the planner is hired.

Qualifications:
Associate Planner: Bachelor’s degree in Urban Planning or closely related field; 2-5 years municipal planning experience; Master’s degree may be considered commensurate with experience.
Senior Planner: Master’s degree in Urban Planning or closely related field; 4-6 years experience working for, or closely with, a municipal government; Planning related experience can be considered commensurate with a Master’s Degree. Must possess excellent communication and analysis skills and interact effectively with the public, City officials, staff and other agencies. Knowledge and experience in GIS desirable. AICP certification preferred.

Bart Rudolph has been an active member of the KCAPA Metro Section since 2003. Bart currently serves as the UMKC Student Representative and was chair of the 2005 Missouri APA Annual Conference. Bart will graduate in May from the University of Missouri - Kansas City with a degree in Urban Planning and Design. In 2003 he was elected Treasurer of the APA Student Chapter at UMKC and then President in 2004. Bart is currently working at the Mid-America Regional Council as a Transportation Planning Intern.

Virginia Sapkota, Ph.D, AICP, has over 14 years of professional and academic experience in transportation planning. Currently, she has been a Transportation Planner with Bucher, Willis & Ratliff Corporation for 4 years. Prior to that, she worked as Senior Transportation Analyst with the Roads & Traffic Authority and with the Department of Transport in Sydney, Australia. She also taught part time at the Department of Information Management, University of Western Australia while undertaking her Ph.D. study. Virginia has a Ph.D. in Transportation Planning, a Master Degree in Transportation Engineering, and a Bachelor's Degree in Civil Engineering. She has been a member of APA since 2002.

Dennis Enslinger was recently appointed Community Development Director for the City of Merriam, Kansas. Prior to this position, he was the Senior Planner (Long Range Planning Division) for the City of Independence, Missouri. Mr. Enslinger has served on the KCAPA Board for the past two years in the position of Member-at-Large since becoming a member of the local chapter.

Kim Gordanier has been Planning Coordinator for the City of De Soto, Kansas for 4 years. She will graduate in May with a Masters in Urban Planning from the University of Kansas. Kim has been a member of the APA for 3 years and took over the role of Secretary last February when former Secretary Sean Ackerson was elected Vice President.
