09/04/07 Miguel Roca to Visit Kansas City

The Kansas City Design Center is pleased to announce that the distinguished Argentinean architect and educator Miguel Angel Roca will be visiting the KCDC in early September as the 2007-2008 Victor L. Regnier Visiting Faculty Chair in Architecture at Kansas State University.

In addition to several visits to the Manhattan campus in the coming year, Prof. Roca will be working with students in Professor Vladimir Krstic's fifth-year studio on strategic urban and architectural interventions in downtown Kansas City.

Profs. Roca, Krstic and their KSU students will be in residence at the KCDC on September 4 and 5, as well as September 11 and 12, where they will engage with local practitioners and city planners on contextual interventions in Kansas City's South Loop.

Prof. Roca also will give a public lecture in Kansas City on September 12 at 6:30 p.m. in the Helzberg Auditorium, Fifth Floor, Kansas City Public Library, 14 West 10th St., Kansas City, Missouri. A reception precedes the lecture, which is free and open to the public.

The U.S. Environmental Protection Agency (EPA) Region 7 Brownfields team would like to invite you to participate in one of its upcoming all day Brownfields Grant Workshops: Improving Your Brownfields Grant Proposal. The workshops will be held on August 15, 2007 in Olathe, Kansas; on August 22, 2007 in Des Moines, Iowa; and on September 12, 2007 in Salina, Kansas.  Each one-day workshop is designed to cover the basics of submitting a proposal to the EPA Brownfields Program, and offer guidance for improving the quality of your proposal. Major workshop agenda topics will include:  

  • What are the different grant types EPA provides for brownfields??

  • Who is eligible to apply?

  • What is the grant application process?

  • What are threshold and ranking criteria?

  • What makes a good application?  Grant writing tips.

Each workshop will also include presentations from the State Voluntary Cleanup Programs, as well as time to meet with a representative of your State Program and gather suggestions for your EPA Brownfields grant proposal. 

Two teleconference calls will also be held.  The first targets those already familiar with the Brownfields guidelines and will focus on guideline changes.  The second teleconference will be a few weeks before proposals are due, to answer last minute questions.

The workshops and teleconference calls are free of charge to all participants, but you must register as soon as possible to attend, as space is limited.  Please see the enclosed flyer and registration form for information about how to register for any of the workshops or teleconference calls.

07/12/07 Bridging the Gap - Clean Commute Project Manager

Position Summary

Bridging The Gap (BTG) is seeking a highly motivated and qualified individual to serve as the project manager for our Clean Commute program, a program designed to reduce air pollution by encouraging businesses and individuals to use alternative transportation options for work and utilitarian trips.

This position requires experience and abilities in project management, project implementation and documentation, community partnerships, volunteer management, and public speaking. Good interpersonal skills, verbal and written communication skills, computer and organizational skills are also necessary. A desire to work for an organization that makes a positive difference in our community is essential.

The ideal candidate will be a frequent personal user of alternative transportation options in our community (walk, bike, bus, car pool). The successful candidate will be comfortable working with businesses, college students and University staff, and community partners to implement Clean Commute options. This person will project manage and implement the activities of Bridging The Gap’s Clean Commute program and be responsible for tracking and evaluating project results, maintaining key community relationships, outreach and marketing.

Candidates will need flexibility in scheduling as some night and weekend meetings and activities will be required. A degree in a related field or equivalent experience is preferred. Salary is commensurate with experience. Position may be hired as either part time or full time.

The Johnson County Environmental Department and the Johnson County Wastewater Department prepared a brochure for folks planning on starting a food service establishment within the Johnson County Wastewater Department's service area. The brochure covers the following requirements:

The City of Spring Hill, Kansas (pop 4,900) is seeking qualified applicants for the position of Planning and Zoning Coordinator. This can be the text of a phone call, email, or letter, and you can add your own reasons. Dear Representative _______,

I am asking you to support House Committee Substitute Bill 487 (HCS HB 487), the Missouri County Planning Act of 2007, to bring it to the floor and pass it without amendments. The bill was voted out of the Special Committee on Government Affairs by a 6-0 vote, and reported "Do Pass" by the Rules Committee. It has been announced and is ready for passage.

There are many reasons for supporting this bill, among the most important:

        • The bill is supported by numerous organizations and individuals. Organizations include the MO Association of Counties, MO Association of Councils of Governments, MO Planning Association, architects (MO Component of American Institute of Architects) and other who testified in favor at the hearing, such as the Fulton County Chamber of Commerce.
        • The bill enables counties that choose to plan to have a single set of clear set of rules and authorities. The bill has no state mandate to plan, but enables counties that choose to plan to have a single clearly written set of rules and authority. The current statutes are confusing, out-of-date, and are often an impediment to planning. The bill removes some of the barriers, enabling counties to plan if they want to or need to in order to create the communities that citizens want.
        • The bill is a reasonable compromise of various interests. A broad-based group met over several years to craft this bill, and the House Committee substitute includes provisions raised during the legislative process. This is the best bill possible under the circumstances.
        • The bill represents needed reform. The bill is simple and straightforward. It represents needed reform of a cumbersome set of laws that have proven difficult to interpret and understand. The intent is to provide counties with planning options while protecting property rights and local control.
        • The bill makes Missouri a better place. The lack of a coherent county planning statute has led to inefficient, ineffective and counterproductive planning practices in certain parts of the state. This has resulted in depressed property values and a lack of citizen participation in infrastructure and capital improvement planning. The bill makes Missouri a better place by giving the people a stronger voice.

House Committee Substitute Bill 487 (HCS HB 487), the Missouri County Planning Act of 2007, is of critical importance to the future of our state. With your support, this needed reform can be passed without further delay. Thank you for your leadership and service.

MID-AMERICA REGIONAL COUNCIL

Job Opportunity: Planner III

Description and Requirements:

This is a full- time professional position with the Mid-America Regional Council, the Kansas City region’s metropolitan planning organization and association of local governments. MARC prepares a Long-Range Transportation Plan every five years, including elements for all modes of travel. MARC has developed a Natural Resources Inventory, and is working toward a regional natural resources conservation plan. MARC is a partner with other community organizations in the development and use of a new citizen engagement initiative, One KC Voice.

The planner will work with both MARC’s community development and transportation departments to build the agency’s capacity to incorporate local land use considerations into MARC’s regional plans. The planner will be responsible for engaging local officials and other stakeholders and the public in integrating regional transportation and environment plans, both with each other, and with local government plans.

The planner will assist in the support of one or more regional committees that provide oversight to regional planning efforts and their integration with local plans. The first phase of the work will focus on the update of the region’s public transit plan, Smart Moves. The planner will assist in developing information to support a comprehensive engagement process involving local officials, other stakeholders and the public. The planner will be responsible for collecting and analyzing information about local and regional land use policies that could affect transportation investments; meeting with local officials and other stakeholders to discuss local plans and policies; and identifying approaches to enhance the region’s public transit system through supportive local land use policies. The planner will work with the agency’s public affairs staff and One KC Voice to engage citizens in the planning process.

Preferred Qualifications
A master’s degree in urban planning, public administration, geography or a related field with a minimum of three years of successful and progressively responsible related work experience is required. The position requires knowledge of local land use planning principles and practices, strong project management skills and the ability to work with boards and committees. The position requires strong attention to detail, ability to handle multiple demands simultaneously, strong interpersonal skills, excellent oral and written communication skills, and experience with communicating local or regional land use, transportation or environmental planning concepts. The position requires the ability to be effective in working with local government officials, private development stakeholders and diverse constituencies.

Salary/Benefits:

MARC welcomes new member county and cities

For the first time in its 35-year history, the Mid-America Regional Council has added a new member county. Miami County, Kansas, located just south of Johnson County was officially added to the membership during the MARC Board meeting on April 24. Its four cities — Fontana, Louisburg, Osawatomie and Paola — are also new members. County Chairman Jim Wise, Chairman Pro Tem Lyle Wobker and County Administrator Shane Krull were in attendance for the vote and shared history and details about their county and its cities with those in attendance. Senior Transportation Planner - The City of Lawrence, KS is seeking to fill the position of Senior Planner-Transportation. This position reports to the Assistant Director/Director of Planning & Development Services. The Senior Planner will supervise professional and technical staff, as well as exercise general supervision over clerical staff. The Pioneer Trails Regional Planning Commission, Concordia, Missouri - the RPC of Johnson, Lafayette, Pettis and Saline Counties of Missouri - is seeking an Executive Director.  The Executive Director is the chief administrative officer of the organization and will work for and with a twelve person Board of Directors consisting of local elected officials and community representatives.  Major programs of the RPC include regional transportation planning, regional homeland security, economic development, tourism development, grant administration and a variety of other related efforts. 

Candidates should have experience in a number of the program areas listed above and should have considerable knowledge of the organization and statutory obligations of local governments.  Individual must demonstrate interpersonal, communication and marketing skills and be a team player, with experience working with local governments a plus.  A Bachelor’s Degree with major emphasis in a related field is preferred.  Dependent upon experience Salary range is $45,000 - $55,000 with benefits negotiable.

For historic and conservation districts this is a pressing issue. Kansas City Dseign Center convenes Light Rail Urban Design Competition

The Kansas City Design Center (KCDC), in partnership with the Regional Transit Alliance (RTA), the Downtown Council of Kansas City and the Northland Regional Light Rail Task Force, is convening an urban design competition to allow area students and design professionals to evaluate the potential for transit-oriented development (TOD) in Kansas City.

In 2005, the KCDC, in collaboration with AIA Kansas City and the City of Kansas City, Missouri, developed a set of ten Guiding Principles for Civic Design. The Guiding Principles seek to provide a values-based framework for public deliberations about design policy issues, including public transit:

Strengthen Kansas City with integrated public transit.

Effective public transit serves the City and the region by improving access to the urban core and reducing traffic congestion and pollution. Transit also strengthens the urban fabric by supporting walkable neighborhoods, urban density, and mixed-use development. Development policies and incentives should promote transit-oriented development, and transit should be used to foster stronger connections between urban and suburban areas.

The goal of this competition is to contribute to a civic design process that helps to identify issues and opportunities for public transit to strengthen Kansas City’s public realm.

The Competition

This competition will be organized into two tiers: one for students led by faculty from academic programs at our affiliated universities (University of Missouri-Kansas City; University of Kansas; and Kansas State University); and a second tier for teams comprised of area architecture, design, planning and engineering professionals.

Entries by all teams will be judged in two stages. In the first stage, each team responds to the urban design problem posed. A set of briefing materials will be posted to the KCDC website, including a comprehensive problem statement, background information, existing plans and proposals, as well as digital media including base maps and a three-dimensional architectural model of downtown Kansas City. Teams also will be given a specific list of required presentation materials, and provided with a detailed appendix containing media coverage of light rail issues in Ka
